I was told on my level 4 training to use 25 for buildings constructed before 2002, 10 for buildings constructed between 2002 and 2006 and 15 for anything since 2006.

When I try to select other local room heater - fanned as my HVAC system, it won't let me and keeps reverting back to unfanned.

Just use incandescent GLS - this is the same as the SBEM option of just tungsten. Tungsten halogen is not a specific option within SBEM.
