The "Guide to Energy Performances Certification for the construction, sale and let of non-dwellings" in section 1.2 states :-
" For a building to fall within the requirement for an EPC it must use energy to condition the indoor climate.
Services that are considered to condition the indoor climate are the following fixed services heating, mechanical ventilation or air-conditioning."
This implies that if either of these fixed services is installed then an EPC is required.
SBEM does not appear to allow an EPC to be produced if there is no heating. Therefore I believe that this should read "heating " ,or " heating and mechanical ventilation" or "heating and air-conditioning"
does anyone have any comments or information on this? |

I agree with you. However, if a building has only mech vent it may fall into the category of "Buildings that are industrial sites and workshops with low energy demand" (p39):
"These include buildings, or parts of buildings designed to be used separately, whose purpose is to accommodate industrial activities in spaces where the air is not conditioned. Activities that would be covered include foundries, forging and other hot processes, chemical process, food and drinks packaging, heavy engineering and storage and warehouses where, in each case, the air in the space is not fully heated or cooled. Whilst not fully heated or cooled these cases may have some local conditioning appliances such as plaque or air heaters or air conditioners to serve people at work stations or refuges dispersed amongst and not separated from the industrial activities." |

I have two buildings similar to this at the minute, one has a gas supply and a radiant heater at high level, although the gas is not connected. The other has only a gas supply, I think the regs say that these should be modelled with the worst heating system as its a speculative space. However when I pick the default HVAC system " heating only - other systems" it choses "LPG" as the fuel which is displayed on the EPC.

In future versions of DB you should be able to select the fuel for this type of system.

Just to confirm, in future versions (v.1.9.2 and later) you will be able set the fuel type for default HVAC systems.

| According to my reading of the standards if we think the building is to have a headings system installed after the transfer we muss use an assumed one for the production of the EPC. The assumed one must be one you would expect to be installed not the worst case. When the new tenant or owner is in and wants to install a heating or cooling's system then they must have a new EPC commissioned as per Part L. |

Whatever you feel is the most appropriate action here I would advise that you use the recommendations to pass on what has been assumed.
