SOLUTION:

The air temperature distribution seems to be the culprit.

I had it on "Dynamic Gradient". Changing it to "Mixed" seems to solve the problem.

The heating and cooling design sims seem to be working fine.

The full simulation, however, will not heat to set points.

I've attached the model.
