OPERATIVE TEMPERATURE TOO HIGH

Dear all,
I have a problem with a building I am simulating:
The problem is that we get the operative max. Temperature always too high. I try to fix it in many ways, but I do not reach the solution. Even when we insert blinds I get 28º, which is too high.
We would like to get, in cooling results, from 23 to 25 º of operative max. Temperature, could anybody tell me how I should do it??

I am simulating the model in Ashrae calculation.

It is hard to tell what is going on without looking at your model. Please upload your model.
