Block intersection problem

After i moved the block to the outline block, i cannot convert the outline block to building block. The designbuilder comes out the error of block intersection. Does this indicate that block in intersection cannot convert the outline block?

Dear Kashirachiam,

An outline block mustn't intersect a building or component block if you want to convert it into another type of block.
