EPCs whether produced with an sbem or simulation tool use the same basic weather data set from cibse which is limited to 16 locations (with about 13 applicable for English assessments). EnergyPlus (and thus DB as it uses E+ weather format) is not limited to the cibse sourced weather data and thus can provide data for other locations, such as Liverpool.
